The Business Council is a voluntary organization of CEO's who come from all major industries in the United States. It seeks to promote greater understanding of public policy issues through discussion, and never takes a position or advocates a course of action as a Council. Many Council members eventually leave private life and take important positions in the government, or serve on special committees that help develop policy.

Membership into the Council is by invitation, and personal (not corporate). The number of active members is limited to 125. Members are current or former chief executives of leading companies. They are chosen based on position as a CEO from a leading company, involvement in social welfare, industrial/service diversity, and geographical diversity. Members of the Business Council meet three times each year to exchange ideas with each other. Leaders from government and other sectors are frequently invited to address the council. Council meetings are educational and deliberative.

In 1933, Secretary of Commerce Daniel C. Roper created the Council in order to bring business expertise to the government. Since then, the Council has assisted the government in making key decisions during the Great Depression, World War II, etc. It has frequently served as the de facto reservoir of business talent that assists the government in public policy.

Current members include the CEO's from: the Boeing Company; the Dow Chemical Company; Merrill Lynch & Co.; Caterpillar Inc.; Amgen Inc.; Bechtel Group, Inc.; Medtronic, Inc.; Bloomberg, Inc.; General Electric Company; Rockwell Collins; and Office Depot, Inc.
